The Saint Paul Festival and Heritage Foundation is a non-profit membership organization that produces the Saint Paul Winter Carnival. Their Mission is “To foster a sense of community, pride, belonging and connectedness by celebrating Saint Paul’s unique history and emerging heritage through fun and educational experiences. “

WIN supports the professional development of women working in the electrical contracting industry through educational and networking events, promotes diversity, and encourages women to explore careers in the industry. The Central Certification (CERT) Program is a small business certification program recognized by Hennepin County, Ramsey County, the City of Minneapolis and the City of Saint Paul.
